Abstract

As historical experience demonstrates, the generation of new systems of international relations (Westphalian, Viennese, Versailles-Washington, Yalta-Potsdam) has primarily occurred against the backdrop of global military conflicts and has finally taken shape after their completion. In this regard, it is noteworthy that with the collapse of the Soviet Union, the Yalta-Potsdam system effectively ceased to exist, and over the past few decades, we have been witnessing a prolonged process of the formation of a new world order.

The aim of this study is to demonstrate that various influential forces within the country—including the public and private sectors, intelligence agencies, the criminal underworld, and representatives of business and religious circles—are involved in the implementation of Russia’s foreign policy and operate in a coordinated manner. An analysis of policy forms and methods that deviate from principles of justice and ethics suggests that this approach poses a threat at both local and global levels. It undermines national interests, primarily in post-Soviet countries (including signatories of the Warsaw Pact) and, subsequently, in developed states such as the United States, the United Kingdom, Israel, and European nations, including EU member states.

The article analyzes scientific literature, including books, journal articles, and textbooks, as well as investigative materials and electronic media publications

Based on the analysis of the materials and facts presented in the article, it is concluded that local conflicts in the post-Soviet space and the Middle East have the potential to escalate into a global confrontation. In this context, Putin seeks to portray the invasion of Ukraine as a broader conflict with the Collective West. Ultimately, these conflicts will reach a resolution, shaping the emergence of a new world order.
